EAST WINDSOR, Conn. (WTIC Radio) - East Windsor police make an arrest in connection with an investigation involving a suspicious vehicle and some suspicious packages. Around 3 a.m. on Wednesday, police on patrol in town saw a suspicious vehicle parked behind the closed Wendy's Restaurant on Prospect Hill Road.
